Morocco / Tunisia – Monitoring, Evaluation, Learning and Accountability Advisor

This is a 12-month mandate based in Morrocco or Tunisia, with travels to both countries.


The mandate is part of the Equality in Action Voluntary Cooperation Programme (PCV), which is being rolled out in 12 countries and 3 regions over an eight-year period (2020-2028). The PCV aims to increase the involvement of local partners in the countries of intervention in inclusive, innovative and sustainable initiatives that will advance gender equality. Oxfam's role is to support these organisations, working with the most vulnerable and marginalised people, to claim and exercise their rights. Oxfam puts the rights of women, girls and vulnerable and marginalised people at the heart of all its actions.


Your daily responsibilities will include:

In close collaboration with the Oxfam team in Morocco and in Tunisia, the advisor will be responsible for:

  • Conducting an in-depth assessment of the effectiveness of Monitoring, Evaluation, Learning and Accountability systems for Oxfam partners in Morocco and Tunisia and working with them to develop a capacity-building plan;
  • Develop and improve the Monitoring, Evaluation, Learning and Accountability systems of Moroccan and Tunisian partners, using Oxfam's common approach (Feminist MEAL);
  • Train Moroccan and Tunisian partners in the tools and methodologies of the MEAL system;
  • Support Moroccan and Tunisian partners in data collection and capitalisation around project results;
  • Support the project's monitoring, evaluation and learning activities;
  • Collect and provide information for programme monitoring and evaluation reports.


To be eligible for this mandate, you must:

  • Be a Canadian citizen or permanent resident of Canada;
  • Hold a university degree in programme evaluation, social sciences, project management, organisational development, or another relevant field;
  • Have at least 3 years of professional experience related to the mandate, including andragogical training;
  • Have a good knowledge of results-based management (RBM);
  • Be able to adapt to an uncertain and changing environment and have a good tolerance for uncertainty;
  • Be able to travel within the VCP's areas of operation in Tunisia and Morocco;
  • Be proficient in Microsoft Office;
  • Be fluent in spoken and written French (mandatory). Fluency in Arabic and English would be an asset.


What we offer:

  • Monthly allowance for your living expenses;
  • Bonus of 20% of the living allowance for an accompanying child (maximum of 2 children);
  • $1,500 CAD per year/per child for schooling;
  • A monthly amount for rent;
  • Return airfare with 2 checked bags;
  • Return airfare for accompanying child(ren);
  • $200 CAD for additional baggage;
  • Comprehensive medical insurance for you and accompanying child(ren);
  • A support programme for volunteers during your assignment and up to two months after your return to Canada;
  • 20 days of holidays and other leave;
  • Access to various training courses (e-learning, etc.);
