Job Description

This is a 12-month assignment that can be based in Ghana, Senegal or Burkina Faso.

CONTEXT

Oxfam-Québec is implementing the Voluntary Cooperation Program (VPC) entitled “Equality in Action” working in close collaboration with Oxfam teams in the countries of intervention. This program will take place over a period of eight years (2020-2028) in about ten countries in Africa, the Middle East, and Latin America. The VCP aims to increase the performance of local partner organizations in the countries of intervention through the implementation of inclusive, innovative, and sustainable initiatives that will advance gender equality. Oxfam’s role is to support civil society organizations (CSOs) working with the most vulnerable and marginalized people to claim and exercise their rights. The knowledge, capacity and expertise of the qualified volunteers will be leveraged through short and long-term assignments with local partner organizations.

MAIN RESPONSIBILITIES

In close collaboration with the OiA Accountable and Inclusive Governance team, the advisor will be responsible for:

  • Contribute to the conceptualization, design, implementation and coordination of the Accountable & Inclusive Governance Programme and initiatives.
  • Monitor regional and country level trends on fiscal justice, debt, civic space and governance systems and institutions, and contribute to effective ways to respond.
  • Ensures that agreed strategic objectives and operational plans relating to the Accountable & Inclusive Governance programme are implemented in a way that maximizes synergy and in line with Oxfam’s Strategic framework/vision
  • Provides technical guidance and support to the implementation of key projects by working in collaboration with countries especially in the Sahel as well as Oxfam partners on Accountable & Inclusive Governance.
  • Adopt a political economy analysis to Accountable Governance work.Promote meaningful youth participation in program design, monitoring, and advocacy activities through participatory approaches.
  • Supports the convening of key stakeholders to shape correct and impactful narratives which in turn achieve design influence on issues of Accountable Governance and inequality in the country.
  • Supports and strengthen coalitions and alliances on human rights, economic justice and inequality advocacy and campaigns targeting governments and institutions at relevant levels to enhance Oxfam’s work under the Accountable Governance Programme.
  • Work collaboratively with the Media and Communications and Programme Quality to develop, media briefs, press releases, and opinion pieces for external use and on the documentation of the programme, learning and case stories for programme visibility and fundraising.
  • Support countries and region in fundraising for Accountable & Inclusive Governance programme.
  • Coordinate/collate closely with the Civic Space Knowledge Hub and Civic Space team and OiA Digital Space team to support good governance especially in the Central Sahel.
  • Share and embody Oxfam's commitment to a zero-tolerance policy for any behaviour that violates the code of conduct, including sexual harassment, exploitation and abuse, intimidation, lack of integrity, corruption and fraud;
  • Participate in development efforts in Canada during and after the mandate by contributing to the dissemination of the program, projects, partners, etc. through testimonials, life stories, photos, quotes, etc.

REQUIREMENTS

  • Canadian citizenship or permanent residency required
  • A minimum of bachelor’s degree in social sciences, political science, law, development studies gender studies, or related fields.
  • Experience in governance and public policy, advocacy and public mobilization, training delivery (governance, fiscal policy, peacebuilding, civic rights), as well as coordinating partners and supporting the design and implementation of multi-stakeholder development initiatives
  • Experience in facilitating learning reviews and generating learning for programme improvement
  • Experience in international development (is an asset).
  • Excellent report writing and analysis/review skills
  • Ability to work in multicultural environment.
  • Proficiency in Microsoft Office (Word, Excel, Outlook and PowerPoint) and Box, MS-TEAMS and Zoom
  • Fluency in English and french (spoken and written);
