Position Overview

Reporting to the Chief By-Law Enforcement Officer, the successful candidate will respond to complaints and complete proactive enforcement for various by-laws in the municipality. The candidate will work in both independently and as part of a team. This person will gain valuable knowledge on communication techniques as well as law enforcement related experience.

Summary Of Responsibilities

• Assist the Licensing Officer in reviewing licenses for Short Term Rental Accommodations, Refreshment Vehicles, and other business licenses. Assist in enforcement of the Short-Term Rental Licensing By-law and the Business Licensing By-law.

• Perform an initial review of the application submission including review of floor plans, site maps, title and insurance documents, etc.

• Ensure complete applications are circulated to necessary departments, such as Building, Planning, Bylaw and Fire Department for review.

• Coordinate between the applicant and departments to resolve any deviation from application requirements.

• Ensure all files are maintained with accurate information and provide appropriate follow-up on files as required.

• Where necessary, conduct a site visit to clarify property-specific features and to ensure compliance with the Bylaw.

• Assist officers in the investigation of alleged contraventions of by-laws through site inspections, collection of evidence, interviewing of witnesses, and other investigation tactics.

• Proceed with enforcement action such as education, negotiations, verbal and written warnings, issuance of Orders, and issuance of penalties or charges.

• Act as one of the main points of contact for property owners regarding the Short Term Rental Licensing Program.

• Assist in the enforcement of the Short Term Rental Licensing Bylaw and the Business Licensing Bylaw.

• Coordinate any feedback and incidents related to the STRA within the municipality (i.e. Building, Planning, Bylaw), track & issue demerit points.

• In conjunction with the software, monitor sites and agencies and determine which properties are part of the STRA Program and which are not operating within compliance.

• Prepare and provide communication and education packages to the public in a variety of formats; in person, webinar/teaching sessions, brochures, etc.

• Address By-law concerns to promote safety and compliance, providing education and follow-up to complainants, as required.

Qualifications And Experience

• Enrollment in a post-secondary program in a related field (i.e. Business Administration, Project Management, Police Studies, Community and Justice Services or Protection, Security and Investigation), or related experience.

• Computer skills using Microsoft Office (Word, Excel, PowerPoint, Outlook) and Records Management Systems.

• Working knowledge of the municipal legislative framework including the Provincial Offences Act, the Municipal Act, the Planning Act, and other relevant Provincial statutes and regulations.

• Strong communication and mediation skills to negotiate to gain compliance with laws and mediate on controversial issues and concerns between parties.

• Strong organizational skills and attention to detail.

• Clear vulnerable sector police background check.

• Valid Class G Ontario driver’s license and an acceptable drivers abstract.
