Opportunity This role is responsible for educating the public, resolving complaints, and enforcing municipal by-laws and other legislation.
This position is also responsible for assisting with the review and evaluation of existing by-laws for continued compliance and effectiveness as well as the development of new by-laws to address areas of concern within the municipality.
Responsibilities
• Enforces Township of Muskoka Lakes and District Municipality of Muskoka by-laws as determined by policies of the Township, achieved through discussion, education, negotiation, verbal and written warnings, issuance of Orders, fines and court-driven processes under the Provincial Offences Act.
• Investigates inquiries and complaints in a timely manner and conducts pro-active patrols regarding all Township by-laws and regulations, including but not limited to, parking, property standards, animal control, Site Alteration, Tree Cutting, Site Plan Agreements, Comprehensive Zoning By-law, discharge of firearms, noise, Tourist and Trailer camps, outdoor illumination, public docks and ramps and ensures that appropriate action is taken to resolve the matter(s) or enforce compliance and complaint response follow-up in a kind and courteous manner. Enforce the Property Standards By-law and any other legislation pertaining to specific enforcement criteria, be it provincial or municipal.
• Provides public education/awareness and promotes safety to reduce the number of By-law infractions.
• Ensures detailed tracking of all requests for information, complaints and investigations.
• Maintains detailed notes (electronic or otherwise) of activities and conducts research as required. Compile supporting information, and prepares reports on all inspections and enforcement activities.
• Organizes own work under the direction of the Chief Municipal Law Enforcement Officer. Be required to work with minimal supervision.
• Prepares detailed briefs and collects evidence for use in court; assists Township’s Prosecutor with court evidence as required. Attends court as required.
• Acts as a municipal representative at all levels of POA, as well as in criminal and civil court for by-law matters. • Reviews existing Municipal By-laws to ensure continued applicability and the ability for compliance to be achieved.
• Remains apprised of new legislation and update By-laws as required. Keeps informed on all relevant matters including regulations, practices, procedures, developments, trends, attends seminars, workshops, conferences and courses as required.
• Responds to requests to meet with ratepayer groups or individuals to provide assistance in resolving their By-law concerns.
• Attends Council and Committee meetings as required to provide information and clarity on existing, changing or new By-laws to ensure there is a thorough understanding of all pertinent details.
• Prepares and issues correspondence and maintains accurate records and up-to-date information.
• Assists in the establishment of departmental goals, objectives, plans, policies and budgets.
• Other duties related to this position as assigned. Knowledge, Skills and Experience • Post Secondary education in a related field such as Police Studies, Community and Justice Services or Protection, Security and Investigation. • 1-2 years municipal enforcement experience.
• Experience with dogs, animal control techniques and the Dog Owners Liability Act.
• Experience with attending court proceedings including preparing and giving evidence.
• Municipal Law Enforcement or Ontario Association of Property Standards Officers course.
• Working knowledge of the municipal legislative framework including the Provincial Offences Act, the Municipal Act, the Planning Act, and other relevant Provincial statutes and regulations.
• Strong communication and mediation skills to negotiate to gain compliance with laws and mediate on controversial issues and concerns between parties.
• Computer skills using Microsoft Office (Word, Excel, PowerPoint, Outlook) and Records Management Systems. • Clear vulnerable sector police background check.
• Valid Class G Ontario driver’s license and an acceptable drivers abstract.
