Position Overview:
The Research Analyst supports and advances Ontario One Call’s goal of ensuring safe excavation in the province of Ontario by providing policy research and analysis expertise for the Regulatory Policy team under the Chief Regulatory Officer (CRO).
The ideal candidate for this role will have an understanding of the excavation industry, the Ontario Underground Infrastructure Notification System Act, 2012 (the Act) and related regulations, and the corporation’s bylaws.
Reporting to the Manager of Policy and Legislative Affairs, this position is located at our head office at 104 Cooper Drive in Guelph, Ontario.
Please note that this role is for a one year contract.
Primary Responsibilities:
- Design and conduct in-depth qualitative and quantitative research on policy issues, emerging trends, and best practices
- Analyze and evaluate qualitative and quantitative data, synthesize recommendations, and provide expert, objective, and strategic advice
- Draft policy proposals, position papers, briefing notes, and formal submissions for senior leadership at OOC, the provincial government and other stakeholders
- Prepare and deliver presentations and reports to assist in decision-facilitation
- Provide project management support for various strategic initiatives assigned to the department, including meeting minutes, developing correspondence, and coordinating the flow of information received from other departments
- Monitor current events and industry trends to anticipate changes, assess the impact of changes and develop proactive solutions
- Ensure a positive image of the organization and maintain effective working relationships with internal and external stakeholders
- Additional duties as assigned by the Manager
Qualifications:
- In-depth knowledge and competence with quantitative and qualitative research methods and statistical analysis
- Strong organizational skills including being proficient in time management, and task prioritization
- Experience leading projects involving cross-functional teams and multiple stakeholders
- A high degree of tact, discretion, and sound judgment when advising senior executives and working in a political environment
- Proactive problem-solving abilities to navigate complex and often contentious issues and identify innovative solution
- Mental resilience to adapt quickly to a fast-changing circumstances and being open to creative solutions
- Proficient in the use of MS Office Products such as Word, Excel, and PowerPoint and the ability to learn new software
Education and Experience:
- Post-secondary education or equivalent experience in Public Policy, Public Administration, Political Science, Economics, Law, or a related program.
- 2 years’ experience in a similar role
- Familiarity with the OUINSA Act, its regulations, and Ontario’s underground infrastructure landscape is considered an asset

The starting salary advertised is reflective of a portion of the full pay grade range. Starting Salaries for new employees are typically determined by referring to the individual’s job-related experience, knowledge and skills, the salaries of other employees performing the same or similar job functions and the anticipated level of performance. Employees will be hired between the minimum (development) and midpoint (target) of the salary range for a job.
